1. What has happened to the Constitutional requirement for an audit as
spelled out in “the accountability clause” of the U.S. Constitution? Are these
checks and balances that we assume to be present in our government still
present? And, is the Department in some ways being run separately from and
independently of Constitutional requirements?
2. If trillions are lost, unaccounted for or spent inappropriately, then what is
left over for appropriate defense? Who is in charge of distinguishing between the
needs of an institutional culture, personal careers, and profits, and the needs of
the nation?
3. If the Congress enables this practice because of its own political
pressures or rewards; i.e., campaign contributions and distribution of "pork
barrel" projects, then from where will the push-back on Congress come? Who
will put forth ideas for revitalizing our infrastructure and economy in ways
besides unnecessary pork?
And who will tell Congress that they know the Pentagon contractors furnish
reports on every dollar, and that it is a big contradiction if they continue to say
that trillions are totally lost and unaccountable?

Center for Defense Information
Founded by ex-military officers and scholars in the nineteen seventies, this site is a very readable and invaluable review of a great range of defense matters, from expenditures and systems to policy, purposes and the impact on society, politics and the environment
Project on Government Oversight
The goal is to investigate, expose and remedy abuses of power, mismanagement and subserviance to special interests by the federal government. Some say the site is limited as to what it covers, despite a huge number of entries, however, the Internet is big enough to begin a follow-up.
